Authorised Pass Requirements for Businesses to Open During Lockdown

As Samoa enters the first day of its extended 72-hour lockdown from Monday to Thursday this week, certain businesses are expected to open and provide essential services to the public.

Shops, supermarkets, pharmacies, cashpower agents, banks and money transfer operators were included in the government announcements issued on Monday evening.

With many shops emptied out by the rush of shoppers on Saturday before the initial 48-hour lockdown, wholesalers and suppliers of shops and supermarkets would also need to be added to the list.

Business owners have been asked to uplift vehicle passes from the NEOC headquarters at Tuanaimato and there is a list of requirements of processes to follow as outlined in the Government Notice below:

COVID 19 ALERT LEVEL 3_RED : Authorized Pass Requirements for essential businesses (as listed in Order 5(1))

All vehicle requests by essential businesses (as listed in Order 5(1)) must be submitted by the employer.
1. Business License
2. List of all employees that will be working.

List of employees must include:
a. Name of the employee.
b. Village.
c. Employee shift schedule

3. Vaccination card
(Only fully vaccinated employees and employers will be issued passes and ID)

4. Vehicles Passes will only be issued to approved personnel only

5. Requirement for issuing of vehicle passes
a. Vehicle Number
b. Driver’s Name
c. Driver’s Licence
d. Vaccination Card.
