Pule Sili ma le Pulega a le Matagaluega o Faamasinoga,

Ladies and Gentlemen

Talofa lava and a very warm welcome to you all.

It is both a pleasure and an honour to welcome our esteemed colleagues from the Ministry of Justice of Japan, led by Assistant Vice-Minister Mr. Yoshiyuki Tsutsumi, and to acknowledge the presence of His Excellency Mr. Ryotaro Suzuki, Ambassador of Japan to Samoa. Your presence here today signifies the continuing friendship and growing partnership between our two Ministries, and indeed, between our two nations.

This Strategic Dialogue represents the third milestone in a journey that began early last year. In February 2024, we were privileged to host the inaugural visit of the Assistant Vice-Minister and officials from the Ministry of Justice of Japan to Samoa. That visit laid a strong foundation for cooperation and mutual understanding in the field of law and justice. It was followed by a reciprocal visit from our Ministry to Japan in July 2024, where we were inspired by Japan’s rich experience, innovative practices, and deep commitment to the promotion of justice and the rule of law.

Today, as we convene for the third meeting in this ongoing partnership, we reaffirm our shared vision — to strengthen the rule of law, enhance justice systems, and promote safer, fairer societies for our people.

The focus of this two-day Strategic Dialogue — offender rehabilitation — is both timely and significant. It reflects our collective understanding that true justice goes beyond punishment; it extends to restoration, reintegration, and the prevention of future harm. By investing in effective rehabilitation, we give individuals a second chance, strengthen families, and build stronger, more resilient communities.

Over the next two days, we look forward to meaningful exchanges of ideas, experiences, and best practices. Our discussions will be complemented by visits to key justice sector agencies involved in corrections, probation, and rehabilitation.

These engagements will not only deepen our collaboration but also inspire practical ways to enhance our own systems.

As we embark on this Strategic Dialogue, I wish to express our sincere appreciation to the Government of Japan and the Ministry of Justice for their continued support, cooperation, and friendship. Your commitment to this partnership is deeply valued by the Government and people of Samoa.

May our deliberations over the next two days be fruitful, constructive, and guided by mutual respect and shared purpose. I am confident that this Dialogue will further strengthen the enduring ties between our two Ministries and contribute meaningfully to advancing the rule of law in both our nations.

With that, I extend my best wishes and blessings for a successful and inspiring two days of discussions and collaboration. Ia manuia la outou fonotaga.

Soifua ma ia manuia
