
A local civil engineering company has won the bid to take the lead as Project Managers for the construction phase of the Savalalo New Flea Market.
Five bidders tendered for the project manager’s position and following an assessment of bids, Cabinet approved the TGA bid of ST$1,118,087.50 including vagst and subject to withholding tax.
The contract signing between the Samoa Land Corporation as the Procuring Entity and Tinai, Gordon & Associates (TGA) as the winning bidder – was held last week on Wednesday 10th May 2023.

Samoa suffered the devastating loss of its centrally located Flea Market in January 2016. The Savalalo flea market was destroyed over seven years ago by a fire which engulfed the structure.
The new flea market will be rebuilt at the same location of the old one, to be funded by the New Zealand Government with a contribution of NZD $12 million to be added to an announced ST $10 million input from the Government of Samoa through the Samoa Land Corporation.
“The overall objective for the project manager’s scope of service is to manage and oversee the whole spectrum of the Savalalo Project from the pre-tendering, procurement, detail design and construction stages, all the way through to the successful completion of the New Market,” states a Government media release.
TGA Ltd has over 30 years of experience as project managers for projects of the same magnitude as the Savalalo new market.
TGA have previously been engaged as the structural, civil and designing engineers for large and iconic buildings in Apia.

As a company, TGA Ltd has also completed work on resilient and climate change related infrastructure including storm water and waste water drainages.
Tinai Gordon is a credible name in the industry and one of the longest serving engineering consulting firms in Samoa. They are registered as civil and structure engineers with IPES, Australia and the USA.
:The Tender Documents for the construction stage of the project will be finalised in a few weeks’ time and the tender invitation notice should be publicly advertised by next month June 2023.”
The timeline for the whole work is estimated to be more than 12 months.
