The Pacific Islands Forum and PRIF (Pacific Regional Infrastructure Facility) have announced the appointment of Galumalemana Ta’atialeoitiiti (Titi) Agnes Tutuvanu-Schwalger as the Pacific Quality Infrastructure Adviser.
The position is supported by DFAT, to be based at the Pacific Islands Forum Secretariat in Suva and integrated into both teams at PIFS and PRIF.
Galumalemana is Samoa’s former CEO for Land Transport Authority (LTA) and also the first woman to have taken on that role.
She joined LTA in 2012 and progressed steadily through the organization, serving as Manager of Procurement and Programming Division and later as Manager of the Project Management Division. In 2018, she was appointed Chief Executive Officer of LTA.
During her tenure, Galumalemana oversaw the successful implementation of major national transport and infrastructure projects, funded by the Government of Samoa and key development partners, including the World Bank, Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), the Government of Australia, and the Green Climate Fund (GCF).
Galumalemana has been a strong advocate for gender equity in engineering, actively promoting the participation of women in a traditionally male-dominated field.
She also championed the use of local expertise in donor-funded projects, strengthening institutional capacity across government, the private sector, and local communities.

Galumalemana holds a Bachelor of Engineering from the University of Queensland, a Postgraduate Diploma, and a Postgraduate Certificate in Business Administration from the University of the South Pacific.
She is currently pursuing a Master of Business Administration to further deepen her leadership and management capabilities.
She is married to Samoa’s CEO for Water Authority, Fuimaono Dominic Faatoialemanu Tufuga-Schwalger and they have four children.
