Friday 6 June 2025. The Human Rights Protection Party (HRPP) have announced the launch of its landmark Poverty Alleviation Project where every citizen of Samoa will receive $500 tala each year.
A press release from the opposition party hails the initiative as strategic and compassionate, designed to address economic challenges and empower Samoan communities.
The $500 per per citizen per year is a Cost-of-Living Adjustment and HRPP says this COLA Initiative is the first pillar of a comprehensive Poverty Alleviation Project.
The opposition party says the $110 milion tala COLA adjustment is the first of other initiatives to come, promising further direct assistance to citizens through subsequent components that will be “focused on retirement, education, healthcare, and sustainable economic development.”
Samoa’s last population census of 2021 was 205,557 and HRPP says $110 million tala will be committed annually, alhough the announcement may see citizens who did not participate in the 2021 census start to come out of the woodworks.
The initiative aims to provide “direct financial relief to every resident Samoan citizen, ensuring meaningful support for families facing rising living costs.”
Larger households will benefit with the example given that a home of six will receive $3,000 tala annually, while a family of ten will benefit from $5,000 tala.. “enabling them to address critical needs such as food, education, utilities, and transportation.”
“This $110 million annual investment underscores HRPP’s commitment to rebuilding economic resilience and equitable prosperity across Samoa,” said Tuilaepa Dr. Sailele Malielegaoi, Leader of the HRPP

Tuilaepa says the $500 tala annual payment to every resident citizen represents a historic $110 million commitment. “This program will deliver transformative relief to families empowering them to thrive and build a stronger future for Samoa.”
