Cost of Living Adjustments for Public Servants and Senior Citizens to Boost Purchasing Power and Stimulate Economy

29 May 2024, Apia Samoa, Jasmine Netzler Iose, Government Press. Public Servants will be receiving relief in the income power with the proposal by Government to proceed with the final phase of the Cost-of-Living Adjustment (COLA) to be rolled out during Fiscal Year 2024-2025 starting on July 1st.

Minister of Finance Lautimuia Afoa Uelese Vaai, during his budget address this week said this would effectively ‘enhance the purchasing power of public servants,’ and further stimulate economic activity.

“In this phase, salaries for all Principal Officers and below will be increased by 3.0%,” revealed Lautimuia. These levels had received 7% last year and the 3% completes a 10% COLA adjustment for cost of living.

Public servants earning above the Principal Officer level to ACE level are entitled to a 2% this year, which completes a 5% increase added to last years. CEOs will receive a 1.0% increase this financial year, completing a 3% COLA.

This increment is part of the Government’s SAT$1.08 billion Budget that was announced last year, to be implemented over two financial periods (fiscal years 2023/24 and 2024/25).

“Simultaneously, the Remuneration Tribunal has undertaken a comprehensive review and restructuring of the salary scales for the Executive, Parliament, and Judiciary,” he continued.

The Remuneration Tribunal has recommended these revised remunerations to ensure fair compensation and proper structuring of the salary scale.

“In addition, the Parliamentary Pension Scheme will be increased based on the June 2020 Actuarial Review of the Parliamentary Pension scheme. These adjustments will also contribute to boosting purchasing power and are scheduled to take effect on 1st July 2024,” said the Finance Minister.
